The Catalan Diputació was ... an immensely powerful institution, backed by large financial resources; and its obvious attractions as a bulwark of national liberty had stimulated Aragonese and Valencians to establish similar institutions in their own countries by the early fifteenth century. As a result, all three states were exceptionally well protected at the end of the Middle Ages from encroachments by the Crown. In the Diputació was symbolized that mutual relationship between the King and a strong, free people so movingly expressed in the words of Martin of Aragon to the Catalan Corts of 1406: ‘What people is there in the world enjoying as many freedoms and exemptions as you; and what people so generous?’ The same concept was more astringently summarized in the famous Aragonese oath of allegiance to the king: ‘We who are as good as you swear to you who are no better than we, to accept you as our king and sovereign lord, provided you observe all our liberties and laws; but if not, not.’ Both phrases, one emotionally, one legalistically, implied that sense of mutual compact which was the foundation of the Catalan-Aragonese constitutional system.

It was typical of the medieval Catalans that their pride in their constitutional achievements should naturally prompt them to export their institutional forms to any territories they acquired. Both Sardinia (its conquest begun in 1323) and Sicily (which had offered the Crown to Peter III of Aragon in 1282) possessed their own parliaments, which borrowed extensively from the Catalan-Aragonese model. Consequently, the medieval empire of the Crown of Aragon was far from being an authoritarian empire, ruled with an iron hand from Barcelona. On the contrary, it was a loose federation of territories, each with its own laws and institutions, and each voting independently the subsidies requested by its king. In this confederation of semi-autonomous provinces, monarchical authority was represented by a figure who was to play a vital part in the life of the future Spanish Empire. This figure was the viceroy, who had made his first appearance in the Catalan Duchy of Athens in the fourteenth century, when the duke appointed as his representative a vicarius generalis or viceregens. The viceroyalty – an office which was often, but not invariably, limited to tenures of three years – proved to be a brilliant solution to one of the most difficult problems created by the Catalan-Aragonese constitutional system: the problem of royal absenteeism. Since each part of the federation survived as an independent unit, and the King could only be present in one of these units at a given time, he would appoint in Majorca or Sardinia or Sicily a personal substitute or alter ego, who as viceroy would at once carry out his orders and preside over the country's government. In this way the territories of the federation were loosely held together, and their contacts with the ruling house of Aragon preserved.

Medieval Castile had built up a military, crusading tradition which was to win for it in the sixteenth century an overseas empire. But it had also developed another tradition too easily overlooked – a tradition of maritime experience which was the essential prelude to its acquisition of overseas territories. The discovery and conquest of the New World was, in reality, very far from being a lucky accident for Spain. In many respects the Iberian peninsula was the region of Europe best equipped for overseas expansion at the end of the fifteenth century. Although the opening up and settlement of the New World was to be a predominantly Castilian undertaking, the enterprise had a common Iberian foundation. Different parts of the peninsula each contributed their own skills to a common store on which the Castilians drew with such spectacular results. The medieval Catalans and Aragonese had acquired a long experience of commercial and colonial adventure in North Africa and the Levant. The Majorcans had established an important school of cartography, which had devised techniques of map-making invaluable for the charting of hitherto unknown lands. The Basques, with the experience of Atlantic deep-sea fishing behind them, were skilled pilots and ship-builders. The Portuguese had played a predominant part in the perfecting of the caravel, the stout, square-rigged vessel which was to be the essential instrument of European overseas expansion in the late fifteenth and sixteenth centuries.

But the Castilians also had acquired their own commercial and maritime experience, especially during the past two centuries. The growth of the Mesta and the expansion of the wool trade with northern Europe stimulated the development of the ports of north Spain – San Sebastian, Laredo, Santander, Corunna – which as early as 1296 banded together in a brotherhood, the so-called Hermandad de las Marismas, aimed at protecting their domestic and foreign commerical interests in the manner of the Hanseatic League. Similarly, the advance of the Reconquista in the late thirteenth century to Tarifa, on the straits of Gibraltar, had given Castile a second Atlantic seaboard, with its capital at Seville – itself recaptured by Ferdinand III in 1248. A vigorous commercial community established itself in Seville, including within its ranks influential members of the Andalusian aristocracy who were attracted by the new prospects of mercantile wealth. By the fifteenth century the city had become an intensely active commercial centre with thriving dockyards – a place where merchants from Spain and the Mediterranean lands would congregate to discuss new projects, form new associations and organize new ventures. It was Europe's observation post from which to survey North Africa and the broad expanses of the Atlantic Ocean.

These developments occurred at a time when western Europe as a whole was displaying a growing interest in the world overseas. Portugal in particular was active in voyages of discovery and exploration. With its long seaboard and its influential mercantile community it was well placed to embark on a quest for the gold, slaves, sugar, and spices, for all of which there was an expanding demand. Short of bread, it was also anxious for new cereal-growing lands, which it found in the Azores (rediscovered in 1427) and in Madeira. Like Castile it was inspired, too, by the crusading tradition, and the occupation of Ceuta in 1415 was itself conceived as part of a crusade which might one day encircle the earth and take Islam in the rear.

The traditional hostility of Castile and Portugal, exacerbated by Portuguese intervention in the question of the Castilian succession, provided an added incentive to Castile to acquire its own possessions overseas. One of the major battlefields in the Castilian-Portuguese conflict of the fifteenth century was to be the Canary Islands, which seem to have been discovered by the Genoese in the early fourteenth century. During the course of the Castilian War of Succession Ferdinand and Isabella attempted to substantiate their rights to the Canaries by dispatching an expedition from Seville in 1478 to occupy the Grand Canary. The resistance of the islanders and dissensions among the Castilians frustrated the intentions of Ferdinand and Isabella, and it was only in 1482 that a new expedition under Alfonso Fernández de Lugo laid the foundations for eventual success, beginning with the subjugation of Grand Canary in the following year. Even now, Palma was not taken till 1492 and Tenerife till 1493. But, in the meantime, the treaty of 1479 ending the war between Castile and Portugal had settled the dispute over the Canaries to Castile's advantage. Portugal renounced its claim to the Canaries in return for a recognition of her exclusive right to Guinea, the kingdom of Fez, Madeira, and the Azores, and so Castile acquired its first overseas possessions.

Castile's occupation of the Canaries was an event of major importance in the history of its overseas expansion. Their geographical position was to make them of exceptional value as an indispensable staging-post on the route to America: all Columbus's four expeditions put in at the Canary archipelago. But they were also to provide the perfect laboratory for Castile's colonial experiments, serving as the natural link between the Reconquista in Spain and the conquest of America.

In the conquest and colonization of the Canaries can be seen at once the continuation and extension of techniques already well tried in the later Middle Ages, and the forging of new methods which would come into their own in the conquest of the New World. There were marked similarities between the methods of the Reconquista and those adopted for the conquest of the Canaries, which itself was regarded by Ferdinand and Isabella as part of Castile's holy war against the infidel. The occupation of the Canaries, like the Reconquista, was a blend of private and public enterprise. Much of the Reconquista, especially in its later stages, had been conducted under the control of the Crown. The State also participated in the Canary expeditions, which were partly financed by the Crown and public institutions. But private enterprise operated alongside the State. Fernández de Lugo made a private contract with a company of Sevillian merchants – one of the first contracts of the type later used to finance the expeditions of discovery in America. Even an expedition entirely organized and financed under private auspices, however, was still dependent on the Crown for its legal authority. Here again the Reconquista provided a useful precedent. It had been the practice for the Crown to make contracts with leaders of military expeditions against the Moors. It seems probable that these contracts inspired the document known as the capitulación, which later became the customary form of agreement between the Spanish Crown and the conquistadores of America.

The purpose of capitulaciones was to reserve certain rights to the Crown in newly conquered territories, while also guaranteeing to the leader of the expedition due mercedes or rewards for his services. These rewards might consist of an official position such as the post of adelantado of Las Palmas conferred upon Fernández de Lugo – adelantado being a hereditary title granted by medieval Castilian kings and conferring upon its holder special military powers and the rights of government over a frontier province. The leader of an expedition would also expect to enjoy the spoils of conquest, in the shape of movable property and captives, and to receive grants of land and a title of nobility, like his predecessors during the Reconquista. In making capitulaciones of this type, the Crown was clearly bargaining away many of its rights, but generally it had no alternative. When it provided financial assistance, as it did for Columbus and Magellan, it could hope to make rather more favourable conditions, but the work of conquest and colonization had to be left largely to private enterprise.

Among the Allies, only the Soviets remained aware of the tension between Prussian tradition and the National Socialist regime. While the July plot of 1944 evoked little positive comment among western politicians, the Soviet official media found words of praise for the conspirators. Soviet propaganda, by contrast with that of the western powers, consistently exploited Prussian themes – the National Committee for a Free Germany, established as a propaganda vehicle in 1943 and composed of captured German officers, appealed explicitly to the memory of the Prussian reformers, above all Gneisenau, Stein and Clausewitz, all of whom had resigned their Prussian commissions during the French occupation and joined the army of the Tsar. Yorck, the man who ignored the command of his sovereign to walk across the ice to the Russians in 1812, naturally held pride of place.

This was all eyewash, of course, yet it also reflected a specifically Russian perspective on Prussia’s history. The history of relations between the two states was no chronicle of unremitting mutual hatred. Stalin’s hero Peter the Great had been a warm admirer of the Prussia of the Great Elector, whose administrative innovations served as models for his own reforms. Russia and Prussia had cooperated closely in the partitioning of Poland and the Russian alliance was crucial to Prussia’s recovery against Napoleon after 1812. Relations remained warm after the Napoleonic Wars, when the diplomatic bond of the Holy Alliance was reinforced by the marriage of Frederick William III’s daughter Charlotte to Tsar Nicholas I. The Russians backed Austria in the dualist struggles of 1848–50, but favoured Prussia with a policy of benevolent neutrality during the war of 1866. The assistance rendered to the beleaguered Bolsheviks in 1917–18 and the close military collaboration between Reichswehr and Red Army during the Weimar years were more recent reminders of this long history of interaction and cooperation.

Yet none of this could preserve Prussia from dissolution at the hands of the victorious Allies. By the autumn of 1945, there was a consensus among the various British organs involved in the administration of occupied Germany that (in a tellingly redundant formulation) ‘this moribund corpse of Prussia’ must be ‘finally killed’. Its continued existence would constitute a ‘dangerous anachronism’. By the summer of 1946, this was a matter of firm policy for the British administration in Germany. A memorandum of 8 August 1946 by the British member of the Allied Control Authority in Berlin put the case against Prussia succinctly: I need not point out that Prussia has been a menace to European security for the last two hundred years. The survival of the Prussian State, even if only in name, would provide a basis for any irredentist claims which the German people may later seek to put forward, would strengthen German militarist ambitions, and would encourage the revival of an authoritarian, centralised Germany which in the interests of all it is vital to prevent.

The American and French delegations broadly supported this view; only the Soviets dragged their feet, mainly because Stalin still hoped to use Prussia as the hub of a unified Germany over which the Soviet Union might eventually be able to secure control. But by early February 1947, they too had fallen into step and the way was open for the legal termination of the Prussian state.

In the meanwhile, the extirpation of Prussia as a social milieu was already well advanced. The Central Committee of the German Communist Party in the Soviet zone of occupation announced in August 1945 that the ‘feudal estate-owners and the Junker caste’ had always been ‘the bearers of militarism and chauvinism’ (a formulation that would find its way into the text of Law No. 46 of the Allied Control Council). The removal of their ‘socio-economic power’ was thus the first and fundamental precondition for the ‘extirpation of Prussian militarism’. There followed a wave of expropriations. No account was taken of the political orientation of the owners, or of their role in resistance activity. Among those whose estates were confiscated was Ulrich-Wilhelm Count Schwerin von Schwanenfeld, who had been executed on 21 August 1944 for his role in the July conspiracy.

These transformations took place against the background of the greatest wave of migrations in the history of German settlement in Europe. During the last months of the war, millions of Prussians fled westwards from the eastern provinces to escape the advancing Red Army. Of those who remained, some committed suicide, others were killed or died of starvation, cold or illness. Germans were expelled from East Prussia, West Prussia, eastern Pomerania and Silesia, and hundreds of thousands perished in the process. The emigrations and resettlements continued into the 1950s and 1960s. The looting or burning of the great East-Elbian houses signalled the end not only of a socio-economic elite but also of a distinctive culture and way of life. Finckenstein, with its Napoleonic memorabilia, Beynuhnen with its collection of antiques, Waldburg with its rococo library, Blumberg and Gross Wohnsdorff with their memories of the liberal ministers von Schön and von Schroetter were among the many country seats to be plundered and gutted by an enemy bent on erasing every last trace of German settlement. So it was that the Prussians, or at least their mid-twentieth-century descendants, came to pay a heavy price for the war of extermination that Hitler’s Germany unleashed on Eastern Europe.

The scouring of Prussia from the collective awareness of the German population began before the end of the war with a massive aerial attack on the city of Potsdam. As a heritage site with little strategic or industrial significance, Potsdam was very low on the list of Allied targets and had been spared significant bombardment during the war. Late in the evening of Saturday 14 April 1945, however, 491 planes of British Bomber Command dropped their payloads over the city, transforming it into a sea of fire. Almost half the historical buildings of the old centre were obliterated in a bombing that lasted for only half an hour. When the fires had been extinguished and the smoke had cleared, the scorched 57-metre tower of the Garrison Church stood as the dominant landmark in a cityscape of ruins. Of the fabled carillon, famous for its automated renditions of the ‘Leuthen Chorale’, there remained only a lump of metal. The scouring continued after 1945, as entire districts of the old city were cleared to make way for socialist reconstruction. The imperatives of post-war city planning were reinforced by the anti-Prussian iconoclasm of the Communist authorities.

Reassessing Ferdinand and Isabella's Legacy

The reign of Ferdinand and Isabella was called by Prescott ‘the most glorious epoch in the annals’ of Spain. Generations of Spaniards, contrasting their own times with those of the Catholic Kings, would look back upon them as the golden age of Castile. The conquest of Granada, the discovery of America, and the triumphant emergence of Spain on to the European political stage lent unparalleled lustre to the new State created by the Union of the Crowns, and set the seal of success on the political, religious, and economic reforms of the royal couple.

Against the conventional picture of a glorious spring-time under Ferdinand and Isabella, too soon to be turned to winter by the folly of their successors, there must, however, be set some of the less happy features of their reign. They had united two Crowns, but had not even tentatively embarked on the much more arduous task of uniting two peoples. They had destroyed the political power of the great nobility, but left its economic and social influence untouched. They had reorganized the Castilian economy, but at the price of reinforcing the system of latifundios and the predominance of grazing over tillage. They had introduced into Castile certain Aragonese economic institutions, monopolistic in spirit, while failing to bring the Castilian and Aragonese economies any closer together. They had restored order in Castile, but in the process had overthrown the fragile barriers that stood in the way of absolutism. They had reformed the Church, but set up the Inquisition. And they had expelled one of the most dynamic and resourceful sections of the community – the Jews. All this must darken a picture that is often painted excessively bright.

Yet nothing can alter the fact that Ferdinand and Isabella created Spain; that in their reign it acquired both an international existence and – under the impulse given by the creative exuberance of the Castilians and the organizing capacity of the Aragonese – the beginnings of a corporate identity. Out of their long experience, the Aragonese could provide the administrative methods which would give the new monarchy an institutional form. The Castilians, for their part, were to provide the dynamism which would impel the new State forward; and it was this dynamism which gave the Spain of Ferdinand and Isabella its distinguishing character. The Spain of the Catholic Kings is essentially Castile: a Castile, overflowing with creative energy, which seemed suddenly to have discovered itself.

The Court was the natural center of Castile's cultural life; and since Spain still had no fixed capital it was a Court on the move, bringing new ideas and influences from one town to another as it travelled round the country. Since Isabella enjoyed a European reputation for her patronage of learning, she was able to attract to the Court distinguished foreign scholars like the Milanese Pietro Martire, the director of the palace school. Frequented by foreign scholars and by Spaniards who had returned from studying in Italy, the Court thus became an outpost of the new humanism, which was now beginning to establish itself in Spain.

One of the devotees of the new learning was Elio Antonio de Nebrija (1444–1522), who returned home from Italy in 1473 – the year in which printing was introduced into Spain. Nebrija, who held the post of historiographer royal, was a grammarian and lexicographer, and an editor of classical texts in the best humanist tradition. But his interests, like those of many humanists, extended also to the vernacular, and he published in 1492 a Castilian grammar – the first grammar to be compiled of a modern European language. ‘What is it for?’ asked Isabella when it was presented to her. ‘Your Majesty,’ replied the Bishop of Avila on Nebrija's behalf, ‘language is the perfect instrument of empire.’

The Bishop's reply was prophetic. One of the secrets of Castilian domination of the Spanish Monarchy in the sixteenth century was to be found in the triumph of its language and culture over that of other parts of the peninsula and empire. The cultural and linguistic success of the Castilians was no doubt facilitated by the decline of Catalan culture in the sixteenth century, as it was also facilitated by the advantageous position of Castilian as the language of Court and bureaucracy. But, in the last analysis, Castile's cultural predominance derived from the innate vitality of its literature and language at the end of the fifteenth century. The language of the greatest work produced in the Castile of the Catholic Kings, the Celestina of the converso Fernando de Rojas, is at once vigorous, flexible, and authoritative: a language that was indeed ‘the perfect instrument of empire’.

Late Demise of Classical Chinese in Vietnam

The cultural changes of the period under study [1900-1925] are dominated by one phenomenon: the replacement of classical Chinese by quoc ngu [国語 national language] as the official national writing system of Vietnam. The French, already from the beginning of their administration of Vietnam, had encouraged the use of that script to replace the Chinese characters. In their view, that was the most effective way to wean the Vietnamese from China’s multi-millenary cultural influence. Little did they anticipate that the Vietnamese were going to use the quoc ngu to mobilize the country against them.

It was, however, only toward the beginning of the 1920s that the Vietnamese warmed up to it and used it readily in their every day activities. In the early years of the twentieth century, Phan Boi Chau and Phan Chau Trinh still wrote all their works in classical Chinese. Even in 1924, in Paris, Phan Chau Trinh composed his many letters asking the French minister of Colonies to allow him to go home in the purest style of classical Chinese. The Dong Kinh Nghia Thuc [�京義塾 Eastern Capital Free School, named for Fukuzawa Yukichi's Tokyo Gijuku (later Keio)] published their classic material in Chinese. The proclamation of the Thai Nguyen mutiny was written in Chinese. Classical Chinese survived at least to the middle of the century for two reasons. The last Confucian examinations were held only in 1918 in Hue, and the royal court of Annam will continue to use Chinese in its official documents until 1945, naturally with a great deal of translations into quoc ngu and French, for, to my knowledge, the last Vietnamese emperor had an exclusively French education.

Although sponsored by the French Security Services, the magazine Nam Phong [�風 South Wind] contributed in an important measure to the vernacularization and to the enrichment of the national script. To some extent, Nam Phong did almost exactly what the Dong Kinh Nghia Thuc dreamt of doing a decade earlier. It translated a vast variety of books or articles in philosophy, in natural and human sciences written mostly in French into quoc ngu. Thus, it introduced foreign cultures and sciences to the Vietnamese people while encouraging them to use a medium which is scientific and rich enough to express their ideas. From the 1920s, newspapers, publishing houses mushroomed and put out an impressive number of books in literature, poetry, sociology, political, social, and natural sciences, all written in the national script. A definite break with the Chinese or nom tradition has been imperceptibly effected and new generations will only deal with the alphabetical writing system.

Prussia was not the only European state to see tension over confessional questions in this era. In the 1870s and 1880s, there was heightened conflict between Catholics and secular liberal movements across the European continent. But the Prussian case stands out. Nowhere else did the state proceed so systematically against Catholic institutions and personnel. Administrative reform and law were the two main instruments of discrimination. In 1871, the government abolished the ‘Catholic section’ in the Prussian ministry for church affairs, thereby depriving the Catholics of a separate representation within the senior echelons of the bureaucracy. The criminal code was amended to enable the authorities to prosecute priests who used the pulpit ‘for political ends’. In 1872, further state measures eliminated the influence of ecclesiastical personnel over the planning and implementation of school curricula and the supervision of schools. Members of religious orders were prohibited from teaching in the state school system and the Jesuits were expelled from the German Empire. Under the May Laws of 1873, the training and appointment of clergy in Prussia were placed under state supervision. In 1874, the Prussian government introduced compulsory civil marriage, a step extended to the entire German Empire a year later. Additional legislation in 1875 abolished various allegedly suspect religious orders, choked off state subsidies to the church, and deleted religious guarantees from the Prussian constitution. As Catholic religious personnel were expelled, jailed and forced into hiding, the authorities imposed statutes permitting state-authorized agents to take charge of vacated bishoprics.

Bismarck was the driving force behind this unprecedented campaign. Why did he undertake it? The answer lies partly in his highly confessionalized understanding of the German national question. In the 1850s, during his posting to the German Confederal authority in Frankfurt, he had come to believe that political Catholicism was the chief ‘enemy of Prussia’ in southern Germany. The spectacle of Catholic revivalist piety, with its demonstrative pilgrimages and public festivities, filled him with disgust, as did the increasingly Roman orientation of mid-century Catholicism. At times, indeed, he doubted whether this ‘hypocritical idolatrous papism full of hate and cunning’, whose ‘presumptuous dogma falsified God’s revelation and nurtured idolatry as a basis for worldly domination’ was a religion at all. A variety of themes were bundled together here: a fastidious Protestant contempt (accentuated by Bismarck’s Pietist spirituality) for the outward display so characteristic of the Catholic revival blended with a strain of half-submerged German idealism and political apprehensions (shading into paranoia) about the church’s capacity to manipulate minds and mobilize masses.

These antipathies deepened during the conflicts that brought about the unification of Germany. The German Catholics had traditionally looked to Austria for leadership in German affairs and they were unenthusiastic about the prospect of a Prussian-dominated ‘small Germany’ excluding the 6 million (mainly Catholic) Austrian Germans. In 1866, the news of Prussian victory triggered Catholic riots in the south, while the Catholic caucus in the Prussian Landtag opposed the government on a number of key symbolic initiatives, including the indemnity bill, the Prussian annexation programme and the proposal to reward Bismarck and the Prussian generals financially for the recent victory. In 1867–8, the Prussian minister-president – now chancellor of the North German Confederation – was infuriated by the strength of Catholic resistance in the south to a closer union with the north. Particularly alarming was the Bavarian campaign of 1869 against the pro-Prussian policies of the liberal government in Munich. The clergy played a crucial role in mobilizing support for the Catholic-particularist programme of the opposition, agitating from pulpits and collecting petitions bearing hundreds of thousands of signatures. After 1871, doubts about the political reliability of the Catholics were further reinforced by the fact that, of the three main ethnic minorities (Poles, Alsatians and Danes), whose representatives formed opposition parties in the Reichstag, two were emphatically Catholic. Bismarck was utterly persuaded of the political ‘disloyalty’ of the 2.5 million Catholic Poles in the Prussian East, and he suspected that the church and its networks were deeply implicated in the Polish nationalist movement.

These concerns resonated more destructively within the new nation-state than they had before. The new Bismarckian Reich was not in any sense an ‘organic’ or historically evolved entity – it was the highly artificial product of four years of diplomacy and war. In the 1870s, as so often in the history of the Prussian state, the successes of the monarchy seemed as fragile as they were impressive. There was an unsettling sense that what had so swiftly been put together could also be undone, that the Empire might never acquire the political or cultural cohesion to safeguard itself against fragmentation from within. These anxieties may appear absurd to us, but they felt real to many contemporaries. In this climate of uncertainty, it seemed plausible to view the Catholics as the most formidable domestic hindrance to national consolidation.

In lashing out against the Catholics, Bismarck knew that he could count on the enthusiastic support of the National Liberals, whose powerful positions in the new Reichstag and the Prussian Chamber of Deputies made them indispensable political allies. In Prussia, as in much of Germany (and Europe), anti-Catholicism was one of the defining strands of late-nineteenth-century liberalism. Liberals held up Catholicism as the diametrical negation of their own world-view. They denounced the ‘absolutism’ and ‘slavery’ of the doctrine of papal infallibility adopted by the Vatican Council in 1870 (according to which the authority of the pope is unchallengeable when he speaks ex cathedra on matters of faith or morals). Liberal journalism depicted the Catholic faithful as a servile and manipulated mass (by implied contrast with a liberal social universe centred on male tax-paying worthies with unbound consciences). A bestiary of anti-clerical stereotypes emerged: the satires in liberal journals thronged with wily, thin Jesuits and lecherous, fat priests – amenable subjects because the cartoonist’s pen could make such artful play with the solid black of their garb. By vilifying the parish priest in his confessorial role or impugning the sexual propriety of nuns, they articulated through a double negative the liberal faith in the sanctity of the patriarchal nuclear family. Through their nervousness about the prominent place of women within many of the new Catholic orders and their prurient fascination with the celibacy (or not) of the priest, liberals revealed a deep-seated preoccupation with ‘manliness’ that was crucial (though not always explicitly) to the self-understanding of the movement.26 For the liberals, therefore, the campaign against the church was nothing less than a ‘struggle of cultures’ – the term was coined by the liberal Protestant pathologist Rudolf Virchow in a speech of February 1872 to the Prussian Chamber of Deputies.

Bismarck’s campaign against the Prussian Catholics was a failure....

Far from neutralizing Catholicism as a political and social force, then, Bismarck’s campaign enhanced it. Bismarck had reckoned that the Catholic camp would split under the pressure of the new laws, marginalizing the ultramontanes (exponents of papal authority) and transforming the remainder of the church into a compliant partner of the state. But in fact the opposite happened: the effect of state action was to drive back and marginalize liberal and statist elements within Catholicism. The controversies provoked in many Catholic communities by the declaration of papal infallibility in 1870 were put aside as critics of the doctrine acknowledged that papal absolutism was a lesser evil than the secularizing state. A small contingent of liberal anti-infallibilists, most of them academics, did split from Rome to form ‘Old Catholic’ congregations – a distant echo of the radical ‘German-Catholics’ who had congregated under the motto ‘away from Rome’ in the 1840s – but they never acquired a significant social base.

Perhaps the most conspicuous evidence of Bismarck’s failure is simply the spectacular growth of the Centre Party, the party of the Prussian – and many German – Catholics. Although Bismarck did succeed in isolating the Centre Party within the Prussian parliament – at least for a time – he could do nothing to prevent it from increasing its share of German votes in the national elections. Whereas only 23 per cent of Prussian Catholics had voted Centre in 1871, 45 per cent did so in 1874. Thanks in large part to the ravages of Bismarck’s Kulturkampf, the Centre Party ‘peaked early’, efficiently colonizing its social milieu, mobilizing Catholics who had hitherto been politically inactive, expanding the frontiers of partisan politics. The other parties would gradually follow suit by mobilizing their own new voters from the non-Catholic parts of the population, but it was not until 1912 that the Centre Party’s great leap forward was evened out by improvements in the performance of other parties. Even then, the Centre remained the strongest Reichstag party after the Social Democrats.

Changing Role of Media in Vietnam

Right from the beginning of doi moi, Party leaders wanted the media to act as an agent of reform. The Politburo knew that hundreds of thousands of people had grievances about corruption and mismanagement by local officials and that it didn't have the capacity to address them all. So, in effect, it delegated some of the power of inspection and exposure to the media. A new Press Law, formally approved in 1990, specifically gave journalists the right to gather their own information and made it an offence to obstruct their work. Simultaneously the end of Soviet aid meant the end of subsidies. Newspapers and magazines had to actively sell their product – and therefore offer something readers actually wanted to buy. Just as in every country with a freer press, editors discovered that the best thing for selling papers was crime. And who better to publish crime stories than a newspaper owned by the police themselves? Readers of Cong An Thanh Pho Ho Chi Minh (Ho Chi Minh City Police) are treated to a diet of sex and murder – with reportage straight from the horse's mouth. The editorial line of the paper both terrifies the audience and reassures it that the police are on hand to catch the bad guys and keep the streets safe. It's a successful mix, making it easily one of the country's biggest selling papers.

The once near-monopolistic Nhan Dan, on the other hand, is kept afloat by the obligation placed upon every Party and government office to buy a copy. If it were left to survive on its street sales it would have gone bust long ago – it's almost impossible to find in newspaper kiosks. The people don't want to buy ‘The People’. Nhan Dan is not alone. Quan Doi Nhan Dan (the army newspaper) and Hanoi Moi – published by the Hanoi City Communist Party branch – are also kept going by compulsory purchase arrangements. Instead consumers have turned to papers which have built a reputation for uncovering corruption, exposing malpractice and widening the boundaries of what it's acceptable to print.

The search for profit usually tops almost all other considerations – including, from time to time, ideological instructions. It's sometimes a major battle for the Party to keep control. The local TV networks in Hanoi, and particularly in Ho Chi Minh City, now make so much money from advertising that they don't need state subsidies – and if they don't need the money why should they take the state's instructions? The answer so far is that Party discipline has been stronger than the lure of cash but such divided loyalties are becoming more and more difficult to manage. So much so that the Prime Minister was forced to issue his December 2006 directive ordering tighter control over the press, in which he said Vietnam would never allow privately owned media.

But one media outlet is already almost entirely privately owned. The hugely popular online site, vnexpress.net, started life as a project of FPT, the Corporation for Financing and Promoting Technology, wholly owned by the Ministry of Science and Technology. Under its highly entrepreneurial management (led by Dr Truong Gia Binh, former son-in-law of General Giap: see Chapter 1) FPT has grown from its original 13 employees into an employer of several thousand, with a series of IT outsourcing contracts for companies in Japan and Europe. It is also one of Vietnam's largest internet service providers and telecoms companies. In 2001 it set up its own online news site – and just like VietNamNet-TV it did so without a government licence. Initially vnexpress.net was classified as an ‘internet content provider’, meaning that it could only publish material that had already been published elsewhere. By selecting the stories which the site's editors thought would most interest readers and by focusing on information rather than ideological comment it rapidly reached a huge audience. Its business plan required it to reach 200,000 users within a year and a half. It achieved this within four months. But by the end of its first year in business it had already made profits from advertising of $70,000. It was the only unsubsidised website in the country. After more than a year of lobbying, vnexpress.net eventually received its licence from the Ministry of Culture. It was surprisingly easy. At the time it seemed to the leadership of vnexpress.net that the Ministry didn't really see the point of an online newspaper or understand its potential significance.

As it has evolved, the parent company of vnexpress.net, FPT, has grown far away from its roots. Just 8 per cent of its stock is still owned by the state, around 80 per cent by its employees and foreign investors (including the venture capital arm of the US chip-maker Intel), with the remainder held by investment houses based in Vietnam. Thus one of the most important Vietnamese news outlets is almost wholly owned by private interests in contradiction of government policy. Its survival rests less on the law than on the balance of relationships between the company's patrons and potentially hostile forces in other parts of the Party and government. FPT has become one of Vietnam's biggest companies and its connections run deep into the Party leadership and into the boardrooms of some of the biggest global corporations. It has no shortage of allies to call upon if it's ever put in a difficult position. For the time being vnexpress.net, its most controversial subsidiary, exists in a curious legal limbo.

Purging Prussia at War's End, 1945-

Among the Allies, only the Soviets remained aware of the tension between Prussian tradition and the National Socialist regime. While the July plot of 1944 evoked little positive comment among western politicians, the Soviet official media found words of praise for the conspirators. Soviet propaganda, by contrast with that of the western powers, consistently exploited Prussian themes – the National Committee for a Free Germany, established as a propaganda vehicle in 1943 and composed of captured German officers, appealed explicitly to the memory of the Prussian reformers, above all Gneisenau, Stein and Clausewitz, all of whom had resigned their Prussian commissions during the French occupation and joined the army of the Tsar. Yorck, the man who ignored the command of his sovereign to walk across the ice to the Russians in 1812, naturally held pride of place.

This was all eyewash, of course, yet it also reflected a specifically Russian perspective on Prussia’s history. The history of relations between the two states was no chronicle of unremitting mutual hatred. Stalin’s hero Peter the Great had been a warm admirer of the Prussia of the Great Elector, whose administrative innovations served as models for his own reforms. Russia and Prussia had cooperated closely in the partitioning of Poland and the Russian alliance was crucial to Prussia’s recovery against Napoleon after 1812. Relations remained warm after the Napoleonic Wars, when the diplomatic bond of the Holy Alliance was reinforced by the marriage of Frederick William III’s daughter Charlotte to Tsar Nicholas I. The Russians backed Austria in the dualist struggles of 1848–50, but favoured Prussia with a policy of benevolent neutrality during the war of 1866. The assistance rendered to the beleaguered Bolsheviks in 1917–18 and the close military collaboration between Reichswehr and Red Army during the Weimar years were more recent reminders of this long history of interaction and cooperation.

Yet none of this could preserve Prussia from dissolution at the hands of the victorious Allies. By the autumn of 1945, there was a consensus among the various British organs involved in the administration of occupied Germany that (in a tellingly redundant formulation) ‘this moribund corpse of Prussia’ must be ‘finally killed’. Its continued existence would constitute a ‘dangerous anachronism’. By the summer of 1946, this was a matter of firm policy for the British administration in Germany. A memorandum of 8 August 1946 by the British member of the Allied Control Authority in Berlin put the case against Prussia succinctly: I need not point out that Prussia has been a menace to European security for the last two hundred years. The survival of the Prussian State, even if only in name, would provide a basis for any irredentist claims which the German people may later seek to put forward, would strengthen German militarist ambitions, and would encourage the revival of an authoritarian, centralised Germany which in the interests of all it is vital to prevent.

The American and French delegations broadly supported this view; only the Soviets dragged their feet, mainly because Stalin still hoped to use Prussia as the hub of a unified Germany over which the Soviet Union might eventually be able to secure control. But by early February 1947, they too had fallen into step and the way was open for the legal termination of the Prussian state.

In the meanwhile, the extirpation of Prussia as a social milieu was already well advanced. The Central Committee of the German Communist Party in the Soviet zone of occupation announced in August 1945 that the ‘feudal estate-owners and the Junker caste’ had always been ‘the bearers of militarism and chauvinism’ (a formulation that would find its way into the text of Law No. 46 of the Allied Control Council). The removal of their ‘socio-economic power’ was thus the first and fundamental precondition for the ‘extirpation of Prussian militarism’. There followed a wave of expropriations. No account was taken of the political orientation of the owners, or of their role in resistance activity. Among those whose estates were confiscated was Ulrich-Wilhelm Count Schwerin von Schwanenfeld, who had been executed on 21 August 1944 for his role in the July conspiracy.

These transformations took place against the background of the greatest wave of migrations in the history of German settlement in Europe. During the last months of the war, millions of Prussians fled westwards from the eastern provinces to escape the advancing Red Army. Of those who remained, some committed suicide, others were killed or died of starvation, cold or illness. Germans were expelled from East Prussia, West Prussia, eastern Pomerania and Silesia, and hundreds of thousands perished in the process. The emigrations and resettlements continued into the 1950s and 1960s. The looting or burning of the great East-Elbian houses signalled the end not only of a socio-economic elite but also of a distinctive culture and way of life. Finckenstein, with its Napoleonic memorabilia, Beynuhnen with its collection of antiques, Waldburg with its rococo library, Blumberg and Gross Wohnsdorff with their memories of the liberal ministers von Schön and von Schroetter were among the many country seats to be plundered and gutted by an enemy bent on erasing every last trace of German settlement. So it was that the Prussians, or at least their mid-twentieth-century descendants, came to pay a heavy price for the war of extermination that Hitler’s Germany unleashed on Eastern Europe.

The scouring of Prussia from the collective awareness of the German population began before the end of the war with a massive aerial attack on the city of Potsdam. As a heritage site with little strategic or industrial significance, Potsdam was very low on the list of Allied targets and had been spared significant bombardment during the war. Late in the evening of Saturday 14 April 1945, however, 491 planes of British Bomber Command dropped their payloads over the city, transforming it into a sea of fire. Almost half the historical buildings of the old centre were obliterated in a bombing that lasted for only half an hour. When the fires had been extinguished and the smoke had cleared, the scorched 57-metre tower of the Garrison Church stood as the dominant landmark in a cityscape of ruins. Of the fabled carillon, famous for its automated renditions of the ‘Leuthen Chorale’, there remained only a lump of metal. The scouring continued after 1945, as entire districts of the old city were cleared to make way for socialist reconstruction. The imperatives of post-war city planning were reinforced by the anti-Prussian iconoclasm of the Communist authorities.

Reassessing Ferdinand and Isabella's Legacy

The reign of Ferdinand and Isabella was called by Prescott ‘the most glorious epoch in the annals’ of Spain. Generations of Spaniards, contrasting their own times with those of the Catholic Kings, would look back upon them as the golden age of Castile. The conquest of Granada, the discovery of America, and the triumphant emergence of Spain on to the European political stage lent unparalleled lustre to the new State created by the Union of the Crowns, and set the seal of success on the political, religious, and economic reforms of the royal couple.

Against the conventional picture of a glorious spring-time under Ferdinand and Isabella, too soon to be turned to winter by the folly of their successors, there must, however, be set some of the less happy features of their reign. They had united two Crowns, but had not even tentatively embarked on the much more arduous task of uniting two peoples. They had destroyed the political power of the great nobility, but left its economic and social influence untouched. They had reorganized the Castilian economy, but at the price of reinforcing the system of latifundios and the predominance of grazing over tillage. They had introduced into Castile certain Aragonese economic institutions, monopolistic in spirit, while failing to bring the Castilian and Aragonese economies any closer together. They had restored order in Castile, but in the process had overthrown the fragile barriers that stood in the way of absolutism. They had reformed the Church, but set up the Inquisition. And they had expelled one of the most dynamic and resourceful sections of the community – the Jews. All this must darken a picture that is often painted excessively bright.

Yet nothing can alter the fact that Ferdinand and Isabella created Spain; that in their reign it acquired both an international existence and – under the impulse given by the creative exuberance of the Castilians and the organizing capacity of the Aragonese – the beginnings of a corporate identity. Out of their long experience, the Aragonese could provide the administrative methods which would give the new monarchy an institutional form. The Castilians, for their part, were to provide the dynamism which would impel the new State forward; and it was this dynamism which gave the Spain of Ferdinand and Isabella its distinguishing character. The Spain of the Catholic Kings is essentially Castile: a Castile, overflowing with creative energy, which seemed suddenly to have discovered itself.

The Court was the natural center of Castile's cultural life; and since Spain still had no fixed capital it was a Court on the move, bringing new ideas and influences from one town to another as it travelled round the country. Since Isabella enjoyed a European reputation for her patronage of learning, she was able to attract to the Court distinguished foreign scholars like the Milanese Pietro Martire, the director of the palace school. Frequented by foreign scholars and by Spaniards who had returned from studying in Italy, the Court thus became an outpost of the new humanism, which was now beginning to establish itself in Spain.

One of the devotees of the new learning was Elio Antonio de Nebrija (1444–1522), who returned home from Italy in 1473 – the year in which printing was introduced into Spain. Nebrija, who held the post of historiographer royal, was a grammarian and lexicographer, and an editor of classical texts in the best humanist tradition. But his interests, like those of many humanists, extended also to the vernacular, and he published in 1492 a Castilian grammar – the first grammar to be compiled of a modern European language. ‘What is it for?’ asked Isabella when it was presented to her. ‘Your Majesty,’ replied the Bishop of Avila on Nebrija's behalf, ‘language is the perfect instrument of empire.’

The Bishop's reply was prophetic. One of the secrets of Castilian domination of the Spanish Monarchy in the sixteenth century was to be found in the triumph of its language and culture over that of other parts of the peninsula and empire. The cultural and linguistic success of the Castilians was no doubt facilitated by the decline of Catalan culture in the sixteenth century, as it was also facilitated by the advantageous position of Castilian as the language of Court and bureaucracy. But, in the last analysis, Castile's cultural predominance derived from the innate vitality of its literature and language at the end of the fifteenth century. The language of the greatest work produced in the Castile of the Catholic Kings, the Celestina of the converso Fernando de Rojas, is at once vigorous, flexible, and authoritative: a language that was indeed ‘the perfect instrument of empire’.

Vintage Year for Vietnamese Dissidents: 2006

2006 was a unique opportunity for Vietnamese dissidents. The country was in the final stages of joining the World Trade Organisation. Negotiations with individual WTO members were followed by drawn-out multilateral talks and then an equally drawn-out process in the US Congress to award Vietnam Permanent Normal Trading Relations (PNTR) status, an adjunct to WTO membership. In addition, Vietnam held the rotating chair of APEC, the Asia-Pacific Economic Co-operation group, during 2006, and was due to host its annual summit in November. Twenty-one leaders had been invited, including the presidents of the USA, Russia and China and the prime ministers of Australia and Japan. Vietnam was also seeking a non-permanent seat on the United Nations Security Council. All of this meant the Communist Party was vulnerable to criticism from abroad and therefore less able to crack down on dissent with its usual efficiency.

There was another factor too. By 2006, broadband had fully penetrated Vietnam; internet shops were available on most city streets. Through the net, dissidents managed to surmount the physical barriers the state had erected around them and bridge the gaps of physical distance, of ideology and – at least as important – of ego, which, until then, had kept them divided. Services originally intended to allow teenagers to flirt with each other provided invigorating links with Vietnamese exiles in the United States and elsewhere. Websites such as PalTalk host chat rooms in which hundreds of people can type messages to each other and simultaneously listen to an audiostream or watch video. In effect, each chat room is an interactive radio ‘narrowcast’. Narrowcasters can give out information, make speeches, discuss developments and take questions and comment from the other participants. Suddenly dissidents in Vietnam had access to a new world of ideas and to a reservoir of supporters. Until then many people had been reluctant to trust each other, never knowing who was an informer; but a few overseas activists acted as ‘brokers’ – in effect vetting the dissidents who contacted them and putting them in touch with one another. They also began to provide cash.

With the cost of living so cheap in Vietnam, relatively small amounts of money raised abroad could go a long way. Supporters groups sprang up in Australia (Bloc 1–7–06), the US (Bloc 1–9–06) and the UK (Bloc 10–12–06) and sent in money for dissidents' living expenses and equipment. With hundreds of thousands of overseas Vietnamese remitting money to relatives each month it was easy to disguise the transfers. They weren't particularly clandestine; most went via Western Union. Once inside Vietnam, the money was moved by couriers to where it was needed. When police stopped the car of one dissident, Nguyen Phuong Anh, on 15 December 2006, they confiscated 4.5 million Vietnamese dong, the equivalent of about $300, about six months' wages for the average worker. He told them he had planned to buy clothes for needy paper boys. The money was crucial. It paid for computers, dozens of mobile phones, and hundreds of SIM cards to enable the dissidents to stay in touch even as the security services tried to disconnect them.

But useful as the internet was to the dissidents as an organising and discussion tool, it was much less effective as a proselytising force. The national firewall prevents the casual web-surfer accessing dissident websites and intercepts unwelcome emails. That didn't stop one middle-aged Ho Chi Minh City-based activist, though. At night, after his family had gone to bed, he would trawl Vietnamese discussion sites and blogs harvesting the email addresses of anyone making critical comments. Then, with his harvest complete, he would send out two or three hundred emails with details of dissidents' activities. He would tell them about strikes and how to form trade unions and about lobbying activities in the United States. But he couldn't send all the messages from one email address because he feared the security services would soon track him down. So instead, he laboriously maintained dozens of different accounts and sent just a few messages from each one. It worked, and he managed to stay below the police's radar. But even this very direct mailing had limited success; the phantom spammer estimated his response rate was less than 1 per cent. So even with all these technological innovations the number of active dissidents remained small.

The Vietnamese combatants in the Vietnam-American War were not fighting because they hated ‘northerners’ or ‘southerners’. Both sides were heirs to nationalist movements which stressed their attachment to national unity. Their divisions were over ideology, the role of the state in society, religion and many other political issues.

In this long view of Vietnamese history, the 21 years between the division of the country into capitalist and communist in 1954 and its reunification under communism in 1975 seem less important than what went before and after. But those 21 years meant there was continuity in the south between the freewheeling capitalism of French Cochinchina and that of the ‘American’ Republic of Viet Nam (RVN), which was never truly suppressed after reunification before economic reforms began in socialist Vietnam in 1979. Capitalism is a relatively recent introduction in the north but it has been southern Vietnam's default position for almost all of the past 150 years.

When the communist People's Army crashed through the gates of the Presidential Palace in Saigon in April 1975, it seemed, in the minds of the northern leadership, to confirm Hanoi's superiority: militarily, ideologically and historically. The north had beaten the Americans. Triumphalism reigned. Hanoi sent another army to the south, an army of northern bureaucrats which tried to remould it into an image of the north without regard to its very different economic situation. But bureaucratic ideology met its match: capitalism was never truly eradicated. More humiliatingly for the ideologues, in those parts of the country where socialism prevailed, hardship endured. Gradually they had to face up to the reality that Hanoi communism couldn't solve all the country's problems. Hubris would soon be humbled.

Even now, the extent to which Hanoi's rule was saved by the south is unacknowledged in public discourse: the ‘Official History’ of Hanoi's supremacy endures. But if it hadn't been for that legacy of southern entrepreneurialism, Vietnam might have collapsed. Despite Hanoi's draconian campaigns in favour of collectivisation and against ‘comprador capitalists’ (mainly ethnic Chinese), old trading arrangements survived. In 1979, when the failure of Hanoi's policies had become obvious, southern leaders, such as the then Party boss of Ho Chi Minh City, Vo Van Kiet, authorised ‘pragmatic’ steps to make ends meet. The city authorities bought rice from farmers at market prices and allowed those Chinese entrepreneurs who hadn't fled the country to make contact with traders in Hong Kong, Singapore and Taiwan to keep imports and exports flowing. Such fence-breaking broke the rules imposed by Hanoi, but kept the economy alive.

When, eventually, the failure to make state socialism pay the bills forced Hanoi to open up the economy, the south was ready to take full advantage. The first foreign investors to arrive were the trading contacts of the Chinese community. They found the south more conducive to business: less rule-bound, less ideological. In addition the south had the benefit of roads and ports paid for during the war years by American taxpayers. Between 1990 and 1994, 60 per cent of all foreign direct investment went to Ho Chi Minh City and three of its neighbouring provinces: Binh Duong, Dong Nai and the ‘oil province’ of Ba Ria-Vung Tau. These advantages for the southern provinces were multiplied by a curious arrangement, initially begun as an incentive to encourage economic growth.

The Vietnamese government allowed (and still allows now) provinces to retain any revenue they earn above a set target. In the north, most provinces tried to boost their income by developing the state sector. But leaders from those four southern provinces – more open-minded, less suspicious of foreigners – looked abroad for investment. It worked. Labour-intensive industries such as textiles, garments and food processing flocked in and the taxes and tariffs they paid made their host provinces rich. The surplus (after deductions for kickbacks and patronage) was reinvested in better infrastructure and services, which encouraged other investors to locate there, creating a virtuous circle of growth. Southern leaders, who had been largely excluded from the pinnacles of power since reunification, knew they were unlikely to make it to the top of national politics. Instead, they concentrated on keeping their own constituents happy, untroubled by the need to break national rules to keep the income flowing.

While some in Hanoi disapproved, they couldn't stop the fence-breaking because the country needed the cash. In the 1980s provinces had depended upon the central government for the allocation of subsidies from the Soviet Union. By the early 1990s the central government was dependent upon the surplus being generated in the south. The quid pro quo was a strong policy of redistribution. Southern surplus still funds government spending across the country, lifting the standard of living in northern and central areas closer to the national average and helping to preserve national unity and the Party's hold on power.

For the resisters Prussia became a virtual homeland, the focal point for a patriotism that could find no referent in the Third Reich. The charisma of this mythical Prussia was not lost upon the non-Prussians who moved within resistance circles. The Social Democrat Julius Leber, an Alsatian who grew up in Lübeck and was executed on 5 January 1945 for his part in the conspiracy against Hitler, was among those who looked back in admiration at the years when Stein, Gneisenau and Scharnhorst re-established the state ‘in the citizen’s consciousness of freedom’. There was an energetic polarity between the Prussia of Nazi propaganda and that of the civilian and military resistance. Goebbels used Prussian themes to drive home the primacy of loyalty, obedience and will as indispensable aids in Germany’s epic struggle against her enemies. The resisters, by contrast, insisted that these secondary Prussian virtues became worthless as soon as they were severed from their ethical and religious roots. For the Nazis, Yorck was the symbol of an oppressed Germany rising up against foreign ‘tyranny’ – for the resisters he represented a transcendent sense of duty that might even, under certain circumstances, articulate itself in an act of treason. We naturally look more kindly on one of these Prussia-myths than on the other. Yet both were selective, talismanic and instrumental. Precisely because it had become so abstract, so etiolated, ‘Prussiandom’ was up for grabs. It was not an identity, nor even a memory. It had become a catalogue of disembodied mythical attributes whose historical and ethical significance was, and would remain, in contention.

THE EXORCISTS

In the end, it was the Nazi view of Prussia that prevailed. The western allies needed no persuading that Nazism was merely the latest manifestation of Prussianism. They could draw on an intellectually formidable tradition of anti-Prussianism that dated back to the outbreak of the First World War. In August 1914, Ramsay Muir, a distinguished liberal activist and holder of the chair of modern history at the University of Manchester, published a widely read study that claimed to examine the ‘historical background’ of the current conflict. ‘It is the result,’ Muir wrote, ‘of a poison which has been working in the European system for more than two centuries, and the chief source of this poison is Prussia.’ In another study published early in the war, William Harbutt Dawson, a social liberal publicist and one of the most influential commentators on German history and politics in early twentieth-century Britain, pointed to the militarizing influence of the ‘Prussian spirit’ within the otherwise benign German nation: ‘this spirit has ever been a hard and immalleable element in the life of Germany; it is still the knot in the oak, the nodule in the softer clay.’

Common to many analyses was the notion that there were in fact two Germanies, the liberal, congenial and pacific Germany of the south and west and the reactionary, militaristic Germany of the north-east. The tensions between the two, it was argued, remained unresolved within the Empire founded by Bismarck in 1871. One of the most sophisticated and influential early analysts of this problem was the American sociologist Thorstein Veblen. In a study of German industrial society published in 1915 and re-issued in 1939, Veblen argued that a lopsided process of modernization had distorted German political culture. ‘Modernism’ had transformed the sphere of industrial organization, but had failed to effect ‘an equally secure and disturbing lodgement in the tissues of the body politic’. The reason for this, Veblen diagnosed, lay in the survival of an essentially pre-modern Prussian ‘territorial state’. The history of this state, he suggested, amounted to a career of more or less uninterrupted aggressive war-making. The consequence was a political culture of extreme servility, for ‘the pursuit of war, being an exercise in the following of one’s leader and execution of arbitrary orders, induces an animus of enthusiastic subservience and unquestioning obedience to authority.’ In such a system, the loyal support of popular sentiment could be maintained only by ‘unremitting habituation [and] discipline sagaciously and relentlessly directed to this end’, and ‘by a system of bureaucratic surveillance and unremitting interference in the private life of subjects’.

Veblen’s account was light on empirical data and supporting evidence, but it was not without theoretical sophistication. It aimed not only to describe but also to explain the supposed deformations of Prussian-German political culture. It was supported, moreover, by an implicit conception of the ‘modern’ in the light of which Prussia could be deemed archaic, anachronistic, only partially modernized. It is striking how much of the substance of the ‘special path’ thesis that would rise to prominence in German historical writing of the late 1960s and 1970s is already anticipated in Veblen’s account. This was no accident – Ralf Dahrendorf, whose synoptic study Society and Democracy in Germany (1968) was one of the foundational texts of the critical school, drew heavily on the American sociologist’s work.

Even the rather cruder accounts that passed for historical analyses of modern Germany during the Second World War often preserved a sense of historical perspective, rather than settling for generalizations about German ‘national character’. Since the seventeenth century, one writer observed in 1941, the ‘old German spirit of conquest’ had been ‘deliberately developed more and more and along the lines of that mentality which is known as “Prussianism” ’. The history of Prussia had been ‘an almost uninterrupted period of forcible expansion, under the iron rule of militarism and absolutist officialism’. Under a harsh regime of compulsory education, in which teachers were recruited from the ranks of former non-commissioned officers, the young were instilled with ‘the typical Prussian obedience’. The rigours of school life were succeeded by a prolonged period in barracks or on active military service. It was here that ‘the German mind received its last coat of varnish. Anything that had not been done by the schools was achieved in the army.’

In the minds of many contemporaries, the link between ‘Prussianism’ and Nazism was obvious. The German émigré Edgar Stern-Rubarth described Hitler – notwithstanding the dictator’s Austrian birth – as ‘the Arch-Prussian’ and declared that ‘the whole structure of his dreamed-of Reich’ was based not only on the material achievements of the Prussian state, but ‘even more on the philosophical foundations of Prussianism’. In a study of German industrial planning published in 1943, Joseph Borkin, an American official who later helped to prepare the case against the giant chemicals combine I. G. Farben at Nuremberg, observed that the political evolution of the Germans had long been retarded by a ruling class of Prussian Junkers who had ‘never been unsaddled by social change’ and concluded that the Prussian ‘Weltanschauung of political and economic world hegemony is the well-spring from which both Hohenzollern imperialism and National Socialism flow’. Like many such accounts, this book drew on a tradition of German critical commentary on Prussian history and German political culture more generally.

It would be difficult to overstate the hold of this scenario of power-lust, servility and political archaism over the imaginations of the policy-makers most concerned with Germany’s post-war fate. In a speech of December 1939, Foreign Secretary Anthony Eden observed that ‘Hitler is not so unique as all that. He is merely the latest expression of the Prussian spirit of military domination.’ The Daily Telegraph published a discussion of the speech under the headline ‘Hitler’s Rule is in the Tradition of Prussian Tyranny’ and there were positive comments throughout the tabloid press.134 On the day of the German invasion of the Soviet Union in 1941, Winston Churchill spoke memorably of the ‘hideous onslaught’ of the Nazi ‘war machine with its clanking, heel-clicking dandified Prussian officers’ and ‘the dull, drilled docile brutish masses of the Hun soldiers plodding on like a swarm of crawling locusts’. In an article for the Daily Herald in November 1941, Ernest Bevin, minister of labour in Churchill’s War Cabinet, declared that German preparation for the current war had begun long before the advent of Hitler. Even if one ‘got rid of Hitler, Goering and others’, Bevin warned, the German problem would remain unsolved. ‘It was Prussian militarism, with its terrible philosophy, that had to be got rid of from Europe for all time.’ It followed that the defeat of the Nazi regime itself would not suffice to bring the war to a satisfactory close.

Among the Allies, only the Soviets remained aware of the tension between Prussian tradition and the National Socialist regime. While the July plot of 1944 evoked little positive comment among western politicians, the Soviet official media found words of praise for the conspirators. Soviet propaganda, by contrast with that of the western powers, consistently exploited Prussian themes – the National Committee for a Free Germany, established as a propaganda vehicle in 1943 and composed of captured German officers, appealed explicitly to the memory of the Prussian reformers, above all Gneisenau, Stein and Clausewitz, all of whom had resigned their Prussian commissions during the French occupation and joined the army of the Tsar. Yorck, the man who ignored the command of his sovereign to walk across the ice to the Russians in 1812, naturally held pride of place.

This was all eyewash, of course, yet it also reflected a specifically Russian perspective on Prussia’s history. The history of relations between the two states was no chronicle of unremitting mutual hatred. Stalin’s hero Peter the Great had been a warm admirer of the Prussia of the Great Elector, whose administrative innovations served as models for his own reforms. Russia and Prussia had cooperated closely in the partitioning of Poland and the Russian alliance was crucial to Prussia’s recovery against Napoleon after 1812. Relations remained warm after the Napoleonic Wars, when the diplomatic bond of the Holy Alliance was reinforced by the marriage of Frederick William III’s daughter Charlotte to Tsar Nicholas I. The Russians backed Austria in the dualist struggles of 1848–50, but favoured Prussia with a policy of benevolent neutrality during the war of 1866. The assistance rendered to the beleaguered Bolsheviks in 1917–18 and the close military collaboration between Reichswehr and Red Army during the Weimar years were more recent reminders of this long history of interaction and cooperation.

Yet none of this could preserve Prussia from dissolution at the hands of the victorious Allies. By the autumn of 1945, there was a consensus among the various British organs involved in the administration of occupied Germany that (in a tellingly redundant formulation) ‘this moribund corpse of Prussia’ must be ‘finally killed’. Its continued existence would constitute a ‘dangerous anachronism’. By the summer of 1946, this was a matter of firm policy for the British administration in Germany. A memorandum of 8 August 1946 by the British member of the Allied Control Authority in Berlin put the case against Prussia succinctly: I need not point out that Prussia has been a menace to European security for the last two hundred years. The survival of the Prussian State, even if only in name, would provide a basis for any irredentist claims which the German people may later seek to put forward, would strengthen German militarist ambitions, and would encourage the revival of an authoritarian, centralised Germany which in the interests of all it is vital to prevent.

The American and French delegations broadly supported this view; only the Soviets dragged their feet, mainly because Stalin still hoped to use Prussia as the hub of a unified Germany over which the Soviet Union might eventually be able to secure control. But by early February 1947, they too had fallen into step and the way was open for the legal termination of the Prussian state.

In the meanwhile, the extirpation of Prussia as a social milieu was already well advanced. The Central Committee of the German Communist Party in the Soviet zone of occupation announced in August 1945 that the ‘feudal estate-owners and the Junker caste’ had always been ‘the bearers of militarism and chauvinism’ (a formulation that would find its way into the text of Law No. 46 of the Allied Control Council). The removal of their ‘socio-economic power’ was thus the first and fundamental precondition for the ‘extirpation of Prussian militarism’. There followed a wave of expropriations. No account was taken of the political orientation of the owners, or of their role in resistance activity. Among those whose estates were confiscated was Ulrich-Wilhelm Count Schwerin von Schwanenfeld, who had been executed on 21 August 1944 for his role in the July conspiracy.

These transformations took place against the background of the greatest wave of migrations in the history of German settlement in Europe. During the last months of the war, millions of Prussians fled westwards from the eastern provinces to escape the advancing Red Army. Of those who remained, some committed suicide, others were killed or died of starvation, cold or illness. Germans were expelled from East Prussia, West Prussia, eastern Pomerania and Silesia, and hundreds of thousands perished in the process. The emigrations and resettlements continued into the 1950s and 1960s. The looting or burning of the great East-Elbian houses signalled the end not only of a socio-economic elite but also of a distinctive culture and way of life. Finckenstein, with its Napoleonic memorabilia, Beynuhnen with its collection of antiques, Waldburg with its rococo library, Blumberg and Gross Wohnsdorff with their memories of the liberal ministers von Schön and von Schroetter were among the many country seats to be plundered and gutted by an enemy bent on erasing every last trace of German settlement. So it was that the Prussians, or at least their mid-twentieth-century descendants, came to pay a heavy price for the war of extermination that Hitler’s Germany unleashed on Eastern Europe.

The scouring of Prussia from the collective awareness of the German population began before the end of the war with a massive aerial attack on the city of Potsdam. As a heritage site with little strategic or industrial significance, Potsdam was very low on the list of Allied targets and had been spared significant bombardment during the war. Late in the evening of Saturday 14 April 1945, however, 491 planes of British Bomber Command dropped their payloads over the city, transforming it into a sea of fire. Almost half the historical buildings of the old centre were obliterated in a bombing that lasted for only half an hour. When the fires had been extinguished and the smoke had cleared, the scorched 57-metre tower of the Garrison Church stood as the dominant landmark in a cityscape of ruins. Of the fabled carillon, famous for its automated renditions of the ‘Leuthen Chorale’, there remained only a lump of metal. The scouring continued after 1945, as entire districts of the old city were cleared to make way for socialist reconstruction. The imperatives of post-war city planning were reinforced by the anti-Prussian iconoclasm of the Communist authorities.

Reassessing Ferdinand and Isabella's Legacy

The reign of Ferdinand and Isabella was called by Prescott ‘the most glorious epoch in the annals’ of Spain. Generations of Spaniards, contrasting their own times with those of the Catholic Kings, would look back upon them as the golden age of Castile. The conquest of Granada, the discovery of America, and the triumphant emergence of Spain on to the European political stage lent unparalleled lustre to the new State created by the Union of the Crowns, and set the seal of success on the political, religious, and economic reforms of the royal couple.

Against the conventional picture of a glorious spring-time under Ferdinand and Isabella, too soon to be turned to winter by the folly of their successors, there must, however, be set some of the less happy features of their reign. They had united two Crowns, but had not even tentatively embarked on the much more arduous task of uniting two peoples. They had destroyed the political power of the great nobility, but left its economic and social influence untouched. They had reorganized the Castilian economy, but at the price of reinforcing the system of latifundios and the predominance of grazing over tillage. They had introduced into Castile certain Aragonese economic institutions, monopolistic in spirit, while failing to bring the Castilian and Aragonese economies any closer together. They had restored order in Castile, but in the process had overthrown the fragile barriers that stood in the way of absolutism. They had reformed the Church, but set up the Inquisition. And they had expelled one of the most dynamic and resourceful sections of the community – the Jews. All this must darken a picture that is often painted excessively bright.

Yet nothing can alter the fact that Ferdinand and Isabella created Spain; that in their reign it acquired both an international existence and – under the impulse given by the creative exuberance of the Castilians and the organizing capacity of the Aragonese – the beginnings of a corporate identity. Out of their long experience, the Aragonese could provide the administrative methods which would give the new monarchy an institutional form. The Castilians, for their part, were to provide the dynamism which would impel the new State forward; and it was this dynamism which gave the Spain of Ferdinand and Isabella its distinguishing character. The Spain of the Catholic Kings is essentially Castile: a Castile, overflowing with creative energy, which seemed suddenly to have discovered itself.

The Court was the natural center of Castile's cultural life; and since Spain still had no fixed capital it was a Court on the move, bringing new ideas and influences from one town to another as it travelled round the country. Since Isabella enjoyed a European reputation for her patronage of learning, she was able to attract to the Court distinguished foreign scholars like the Milanese Pietro Martire, the director of the palace school. Frequented by foreign scholars and by Spaniards who had returned from studying in Italy, the Court thus became an outpost of the new humanism, which was now beginning to establish itself in Spain.

One of the devotees of the new learning was Elio Antonio de Nebrija (1444–1522), who returned home from Italy in 1473 – the year in which printing was introduced into Spain. Nebrija, who held the post of historiographer royal, was a grammarian and lexicographer, and an editor of classical texts in the best humanist tradition. But his interests, like those of many humanists, extended also to the vernacular, and he published in 1492 a Castilian grammar – the first grammar to be compiled of a modern European language. ‘What is it for?’ asked Isabella when it was presented to her. ‘Your Majesty,’ replied the Bishop of Avila on Nebrija's behalf, ‘language is the perfect instrument of empire.’

The Bishop's reply was prophetic. One of the secrets of Castilian domination of the Spanish Monarchy in the sixteenth century was to be found in the triumph of its language and culture over that of other parts of the peninsula and empire. The cultural and linguistic success of the Castilians was no doubt facilitated by the decline of Catalan culture in the sixteenth century, as it was also facilitated by the advantageous position of Castilian as the language of Court and bureaucracy. But, in the last analysis, Castile's cultural predominance derived from the innate vitality of its literature and language at the end of the fifteenth century. The language of the greatest work produced in the Castile of the Catholic Kings, the Celestina of the converso Fernando de Rojas, is at once vigorous, flexible, and authoritative: a language that was indeed ‘the perfect instrument of empire’.
